Since its establishment and initial charter 10 years ago, there have been many changes in the NightWatch. We have had many ups and downs, but the organization has always remained and stayed true to its key goals of helping the city. We have even grown in numbers over the past few years. While we used to be known as the Night Watch City Police, in the days of the courts which are now defunct, we now still work together regardless of clan or faction to do what we can to help the city. Rather than police, we consider ourselves guardians. Our primary focus is mediation with the use of weapons being a last resort through our neutrality agreement, and work with our sister group, the CLA (Civilian Legislation Authority)

Many aspects of the original charter remain with us today. We still protect the Graveyard and Vigils. We still assist out those in need (in more ways than before), and are still neutral as an organization when it comes to clan wars, or in these days wars between family lines as well.

The roles of the NightWatch have expanded over the years. We once had transit guards that would falter out of sight due to inactivity, or require the return of excess thefts. Our guards are now nearly fully powered with the exception of thievery and shadows, as they are not tools for them to use. The guards are now self sustaining via humans, hunters, or donations. Offences in the Graveyard are monitored more carefully and those who bite or rob there receive a message explaining the purpose and etiquette of the grounds. Visitors to the Graveyard will receive a Memorial Candle and rose, which can be placed on a headstone in the Graveyard, as well as some other memorial areas in the city. The items are also available in our Headquarters which is at Larch and 51st, one block south of the Graveyard.

Our transit guardians are now great at multitasking. They now not only hand out coins to those stranded in transits, or are robbed for transit fare, they are also shop finders, recruiters, and quest helpers for charisma and perception. We have an outpost at Yew and 78th, where visitors can stop by for a free drink.

We have a HoB Guard flower Binding service. If we are contacted in advance, our Guard will hand out flowers of your choice to both the parties in the binding, as well as all guests. We also offer an honour guard service in which the transit guards will surround the HoB during the event if desired.

The NightWatch also runs an open training school for powers, etiquette, and helping one find their way in the city. The school is unique in that it offers coin training bonuses at particular levels which help with a small portion of the powering process. Graduates of this school are fully powered, but not NightWatch members. Graduates will have a chance to meet the members of the CLA and learn about the different clans and family lines in the city. They are free to join any of these groups if invited, or they can choose to go their own way. Alternatively, one can take the oath and agreement to join as a NW member. In most cases a graduate can join both the NW and also a family line or clan.

And of course, we still hold our mediation service, where a vampire who is under attack, and not in an active clan or family line war, and feels the attack is unjust, can report the issue to us and we will work to get both parties to the table to discuss the issue and ensure minimal damage is done. This service is possible due to the CLA, who can vote on an issue, sign documents for minimal use of force if an offender fails to report in, or is hostile. The CLA can also assist with the mediation process.

The CLA - Civilian Legislative Authority

The CLA was formed in late 2008 as a sister organization to the NW. The two organizations work closely together on mediation, and the process of having documents debated and signed. The NightWatch is not a self operating body and cannot rightfully function in its format without the input of the city. The CLA is made up of numerous clan and family ambassadors and politically oriented vampires (senators). The organization also contains three chancellors, who are essentially the moderators of this body.

Only the NW commander and captain may speak in CLA debates (if permitted) as the CLA is a self functioning body.

The CLA is also used for citywide announcements, or discussion of any global city issues. These do not necessarily have to pertain to the NightWatch, as the CLA is a separate body consisting of numerous city factions, and any are welcome to join. It is only asked that members respect each other and work in a professional manner in this organization.
